Probably not as much as you would think. It is probably an out of the box solution like Joomla or Drupal. Using those content management systems require little programing, and you are using a pre-built theme like it seems they are using you should be able to do most everything in the CPanel. Not saying it doesn't take a lot of work, just not a lot of coding like it did 10 years ago before modern CMS came out.
As to liking the site, I have to say I like it on my PC, but initially didn't like it on my BlackBerry. However, once I selected the lite graphics option it seems to run a lot better. It is a lot easier to navigate on my phone that the other site. I frequently access the site on my phone to see the daily hours of operation.
If they are using a CMS then not having a mobile option is a little silly. Most CMS had modules that will strip down content to make them mobile friendly.
Also seems like a few things are missing. Didn't find a place to download wallpapers or icons like they use to have.
Overall, much improved over the last site.
